Information System for Management of Participatory Budgeting

The aim of this work is to create an information system for the participatory budgeting that the citizens could use to influence the development of their surroundings. The system allows them to suggest their own ideas how to improve their surroundings or to carry out an event with the money provided from the municipality's budget.   I solved the chosen problem in a way that aims to connect citizens with the council and thus, improve the communication with the public. A citizen can play the role of a proposer or a voter in the system. The proposer submits a detailed proposal which includes a name, place of execution, description, photos and more. Furthermore, if it receives sufficient support from the voters and the result of the feasibility analysis is positive, the project can be performed.   In practice, I created a system that I consulted with members of the Ostrava-Svinov municipal district council. I was allowed to conduct a survey of the citizens opinions. However, the web application was not developed specifically for one municipality, it can also be used by other entities that would be interested.

The thesis is focused on application and use of voting system Democracy 21. The aim of the thesis is to create a simulation of voting system in Kobylí by using questionnaire survey and to evaluate its implementation in real life based on the survey results. First part of the thesis focuses on theoretical knowledge of public vote with purpose of comparing voting systems that are presented in this section. Second part introduces my own work. It contains the analysis of successful projects that used voting system Democracy 21 in Czech Republic, questionnaire survey among residents of Kobylí, evaluation of collected data and subsequent con-sultation of the collected data with representatives of the local authority.

Náplavová, J. Evaluation of possibilities of using participatory budgets in the Czech Republic. Thesis. Brno: Mendel University, 2018 Participatory budget is a topic that is becoming known all over the world, which was an impulse for choosing this topic. My work is divided into two main parts. The first part presents basic information about the participatory budget, its history, types, actors and functioning in the world and in the Czech Republic. The main part of the thesis focuses on the project "Dáme na vás", which is new at the city of Brno. I will analyze partial preparatory processes, financial demands and implementation of PaR in Brno. Finally, through a questionnaire survey, I as-sess how proposers of projects perceive this new activity.
Participatory budgets of municipalities in the Czech Republic

The subject of the bachelor thesis is to explain the concept of participatory budgeting and its application in the legislative regulation of the budgetary process of municipalities in the Czech Republic. The thesis is focused on financial management tools, especially on budget and budget process. The thesis deals with the budget definitions and its functions. It describes the budgetary process and defines the main budgetary principles. It also describes the emergence, principles and models of participative budgeting abroad and the possibility of using foreign experience in the Czech Republic on the case of specific cities. It defines the cost of implementing participatory budgeting and describes the potential benefits. It contains an empirical overview of the use of participatory budget of municipalities in the Czech Republic. Comparison of PR methods suggests optimal model of participatory budget for municipalities of the Czech Republic.
Elements of Deliberative Democracy in the Czech Republic: A Case Study of Participatory Budgeting in Municipal District of Prague 10

This thesis lies in an analysis of a participative budget realization at the Prague 10 municipal district in a context of deliberative democracy. This is a case study stemming from a qualitative research based on an analysis of key documents and semi- structured interviews. Deliberative and participatory democracy - whose features are the crucial elements in a participatory budgeting process - serve as a theoretical basis of this thesis. In the empirical part the thesis focuses on causes of the participatory budgeting implementation and the laid down methodology approved by the Prague 10 municipal assembly in June 2015. Neither rules for proposal submissions nor the time schedule of the process are omitted. The thesis deals with different phases and the future outlook as well. An integral part of the thesis is the analysis of the actors who played key roles in the process. Apart from the case study the thesis maps the use of the participatory budgeting both abroad and in other Czech towns and cities.
